I think that is a very good question.　probably because they can boss children around easier.

In many parts of the world people use children to fight in the wars for a few reasons. Usually the children are boys kidnapped from their family or village by the warlords and told if they don't fight the warlords will do bad things to their family. Sometimes the children are orphans that don't have a home and promising to fight in the war becomes a way to earn food, a place to stay, and protection. In other cases, the children used to fight are from a place taken over by another group and they need all able bodied people, children too, to protect what they have. But it usually boils down to a group of people that can't or won't get the adults to follow their rules or way of life, and it is usually to get children that are away from their families to conform out of fear.

I think its because, children do what they are told to do but, the grown ups don't

Children are easy to toss around with like slaves because they will do almost everything they are told. Some children will do things that adults woun't do.
